When I talk about relationships this includes, but is not limited to, romantic ones. Venus describes ways of relating to all people in our life, though it is most noticeable in more intimate relationships.
Aquarius is the sign of friendship, brotherhood/sisterhood, and is related to the collective – whether that be a particular group or organisation, or on the wider scale society or even humanity as a whole. So March is a great time to find connection with your tribe – a group of people that you are connected to through a common ideal or cause.
